Mumbai: Primus Partners, in collaboration with the Maharashtra Government, has unveiled a report aimed at achieving a zero-waste textile industry. The initiative projects significant economic opportunities and job creation while advocating for sustainable practices and policy reforms in the sector over the next five years.
Primus Partners has officially launched a significant report titled “Making India a Zero-Waste Fashion Country,” in collaboration with the Government of Maharashtra. The report was unveiled during the Bharat Tex 2025 event by the Hon’ble Minister of Textiles, Mr. Sanjay Savkare. This groundbreaking initiative seeks to outline a transformative roadmap for India’s textile industry, aiming to tap into a projected $3.5 billion economic opportunity and create approximately 100,000 jobs through sustainable fashion initiatives.
The report functions as a blueprint for achieving a zero-waste future by proposing a strategic framework to embed sustainability, circular economy principles, and resource efficiency within the textile value chain—from local farming to international markets. It stresses the immediate need for action against textile waste, advocating for robust policy support, collaborative efforts within the industry, and active engagement with consumers over the next five years.
Several key dignitaries were present to reinforce Maharashtra’s commitment to a sustainable textile transformation. Chief Minister Shri Devendra Fadnavis, Deputy Chief Ministers Shri Eknath Shinde and Shri Ajit Pawar, Industry Minister Shri Udit Samant, and Principal Secretary Smt. Anshu Sinha contributed their insights to the report. Mr. Virendra Singh, Secretary of Public Health and Former Secretary of Textiles, highlighted Maharashtra’s proactive approach to sustainability, noting financial incentives, research advancements, and skill development initiatives that aim to boost India’s textile sector’s competitiveness in a global context.
The report also identifies various challenges that hinder the adoption of sustainable practices within the industry. These barriers include financial constraints, limited integration of green technologies, skill gaps among the workforce, low levels of consumer awareness, disjointed policies, and the increasing prevalence of ultra-fast fashion. To overcome these obstacles, the report proposes a comprehensive 5F approach—focusing on Farm, Fiber, Factory, Fashion, and Foreign markets—to ensure sustainability is embedded at each stage of textile production.
Several strategic recommendations are made within the report to facilitate a transition to a zero-waste textile industry. These include financial incentives and support, such as subsidies for green initiatives and the establishment of a dedicated fund for circular economy projects. It also calls for the development of Textile Waste Management Infrastructure, which would involve the creation of Textile Waste Collection Centres to enhance waste processing and recycling efficiency.
Additionally, the report advocates for the establishment of a National Policy for Sustainable Textiles alongside an Extended Producer Responsibility (EPR) scheme designed to hold manufacturers accountable for the entirety of their product life cycles. It emphasises the importance of raising consumer awareness and fostering market development through revised textile labelling regulations, public education efforts, and initiatives aimed at skill development to promote eco-friendly fashion.
